Karen Wilhelmsen and James Jones of Pima County Department of Environmental Quality (PDEQ)


PDEQ will present information on air quality and the permitting process. Karen Wilhelmsen of the Clean Air Program will provide information about air pollutants of concern in Pima County, major sources and health effects of air pollution, and solutions to air pollution to better protect personal and public health. James Jones of the Air Permits Program will provide information on air quality permit applications, annual renewals and recent and expected changes in the permitting and compliance standards.

Karen Wilhelmsen is Community Education Manager for the PDEQ’s Clean Air Program. She has been working and volunteering in community outreach regarding environmental issues since 1990, and was hired by PDEQ to provide outreach and education in 1999. Karen coordinates youth and adult education programs regarding air quality and related environmental topics. She develops and provides presentations for schools, businesses and community groups to enhance classroom lessons or assist with compliance on air quality rules and regulations. She creates educational activities and displays for community events and helps plan community events, including the annual Tucson Earth Day Festival. Karen also administers the Travel Reduction Program for Pima County employees, creates informational webpages, oversees the PDEQ/University of Arizona affiliation agreement for student interns, and produces quarterly reports to be in compliance with state grant and local ordinance requirements.

James Jones is a Senior Permit Engineer in the Air Permits Program for the PDEQ. In 2002, James joined PDEQ after having worked for a short time in the Pima County Department of Transportation. James has worked as a compliance inspector in both the Air and Water Programs at PDEQ, and since 2013, as an Air Permit Engineer. James’ responsibilities include business assistance, reviewing air permit applications submitted by new and existing sources, identifying applicable rules and regulations for inclusion in permits, and streamlining and writing individual and general permits for local County sources. James received his Bachelor of Science Degree in Metallurgical Engineering from the University of Texas, El Paso in 1990. While attending University, James worked for El Paso Natural Gas Company in the Special Projects and Consulting Engineering Department performing metallurgical evaluations and failure analysis on linepipe, compressor, and gas turbine equipment. Upon graduation, James worked for International Paper Company in Louisiana within the maintenance engineering department working on industrial equipment reliability and corrosion prevention programs.
